RESOLUTION N0. ~Q~ 96
WHEREAS, the Office of Housing and Community Development (OHCD) has
received approval from the Hawaii Finance and Development Corporation
for the County of Hawaii's 1996 HOME Program Description for a Tenant
Hased Rent Assistance Program; and
WHEREAS, the program will assist 125 low-income families with rent
assistance for one year; and
WHEREAS, the creation of a Housing & Community Development
Specialist I position is needed to implement the Program and work with
the 125 families; and
WHEREAS, funds are available and will be transferred from the 1996
HOME administration account funded by federal funds through the State's
Housing Finance and Development Corporation; and
WHEREAS, Article V, Section 5-1.3(c), of the Hawaii County Charter
states that the Mayor has the power to "Create positions...for which
appropriations have been made by the Council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Housing & Community Development Specialist I, SR-16
position be created in the Office of Housing and Community Development
for as long as there are federal HOME administration funds for the HOME
Tenant Based Rental Assistance Program; and that if future funding of

the Housing & Community Development Specialist I position is not
received from the Federal HOME grant, the County will abolish this
position.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service and the
Office of Housing and Community Development.
