RESOLUTION NO ~' 1 ~ 9 6
WHEREAS, Position No. 3872, Account Clerk, was created by
Resolution No. 274-96 in response to Ordinance No. 94-86, regarding
'special duty' police officers; and
WHEREAS, when a survey was conducted to provide background
statistics, the data was already four years old when the Account Clerk
position was filled on July 1, 1996; and
WHEREAS, since the Account Clerk was hired, the voluminous requests
and incidental work of accounting, billing, paying and recording of
transactions had already more than tripled; and
WHEREAS, operations were centralized to promote efficiency and
provide one central contact point for contractors and private
businesses, relieving all other districts from this responsibility; and
WHEREAS, because of the enormous workload, the Kona District has
not been included in this consolidation and a light duty patrol officer
has been temporarily assigned to assist the Account Clerk; and
WHEREAS, by creating another Account Clerk, SR-11 position, the ,
light duty patrol officer can be returned to his permanent duties; ~t~he
Kona District will then be incorporated with the other districts,'and

the workload evenly distributed between the two account clerks; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council...";
WHEREAS, this position would be funded by the administrative
fees assessed for special duties requests.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that an Account Clerk, SR-11 position be created.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Civil Service, Finance and Police.
