HomeMy WebLinkAboutRES 411 Draft 01 1994-1996COUNTY OF HAVIIAtf `~ STATE OF HAWAII RESOLUTION N0. 411 9 6 A RESOLUTION SUPPORTING THE ESTABLISHMENT OF A HAWAIIAN LANGUAGE COLLEGE AT THE UNIVERSITY OF HAWAII AT HILO WHEREAS, the 1997 Hawaii State Legislature will consider the establishment of a Hawaiian language college at the University of Hawaii at Hilo to include an undergraduate and graduate program of the Hawaiian Studies Department, a teaching certificate for public Hawaiian Immersion Schools, the Hale Kuamo'o Hawaiian Language Center and an outreach to the indigenous peoples of the America and the Pacific; and WHEREAS, the Hawaiian language program at the University of Hawaii at Hilo, having the lazgest number of Bachelor of Arts degree (B.A.) majors of any second language based program of the University of Hawaii system, is internationally known and designated by the governments of Polynesia to serve as the permanent secretariat of Polynesian Languages Forum in the preservation and development of their indigenous languages; and WHEREAS, the Hawaiian language program at the University of Hawaii at Hilo is already the most developed Native American language program in the United States, having a student enrollment lazger than the majority of tribal colleges or similaz indigenous colleges elsewhere in the world; and WHEREAS, the proposed Hawaiian language college will be analogous to the Native American Tribal colleges funded in cooperation between the federal and local governments, Native American governments, and private sources for neazly thirty years; and WHEREAS, with an approved Master of Arts Degree (M.A.) in Hawaiian Language and Literature, the University of Hawaii at Hilo will become the first college to offer a M.A.degree in a Native American language which will provide greater opportunities for students pursuing higher levels of education in the development of Hawai'i's official language and its culture; and WHEREAS, the establishment of this Hawaiian language college will bring more recognition and resources to the University of Hawaii at Hilo to address local, state, national and international needs relative to the maintenance and expansion of the indigenous language and will strengthen the role of the State and the County of Hawaii to preserve the Hawaiian language and its culture; and WHEREAS, the establishment of this Hawaiian IangGage college, which has publicly received the support of the Honorable Senator Daniel Inouye and Chairman Clayton Hee of the Office of Hawaiian Affairs, has the immediate potential of expanding the cooperative work between the Hawaiian Studies Program at the University of Hawaii at Hilo, the Office of Hawaiian Affairs, the federal Native Hawaiian Education funding, and private Hawaiian entities. NOW, THEREFORE BE IT RESOLVED, that the Council of the County of Hawaii supports the proposed establishment of a Hawaiian language college at the University of Hawaii at Hilo and encourages both the public and private sector to offer its assistance to establish this Hawaiian language college as expeditiously as possible. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable Senator Daniel K. Inouye and Members of the Hawaii Congressional Delegation; the Honorable Governor Benjamin J. Cayetano; the President of the State Senate; the House Speaker of the State House of Representatives; the Honorable Mayor Stephen K. Yamashiro of Hawaii County; President Kenneth Mortimer of the University of Hawaii; Chancellor Kenneth Perrin of the University of Hawaii at Hilo; Dr. Kalena Silva, Chairperson of the Univeriity of Hawaii at Hilo Hawaiian Studies Department; and Chairman Clayton Hee of the Office of Hawaiian Affairs.
