RESOLUTION AUTHORIZING THE WAIVER OF PARKING METER FEES
WHEREAS, the Downtown Improvement Association (D.I.A.) Parking Committee has
been meeting for several years to discuss downtown Hilo's parking problems and to fmd
solutions to those problems; and
WHEREAS, the D.LA. Pazking Committee has identified the abuse of short term
metered stalls and the inadequate enforcement of those abuses as two specific azeas that need
improvement; and
WHEREAS, at its October 29, 1996 meeting the D.I.A. Pazking Committee decided that
a practical and economical temporary solution would be to provide free parking in the stalls
bounded by Kamehameha Avenue, Bayfront Highway and the Mooheau Bus Terminal; and
WHEREAS, providing free pazking in this azea would provide an incentive for people
who need to remain downtown for an extended period of time, such as employees of downtown
businesses, not to abuse the short term stall regulations; and
WHEREAS, eliminating these stalls from the list of those that need pazking meter
regulation would also provide the appropriate enforcement official more time to enforce other
metered stalls; and
WHEREAS, providing free pazking at this location for asix-month temporary basis
would allow ample time to evaluate the effects of the effort which will provide information for
the development of a more permanent solution.
NOW, THEREFORE, BE TT RESOLVED BY THE COUNCII, OF THE COUNTY OF
HAWAII that it dispenses with the enforcement of Chapter 24, Section 24-216, of the Hawaii
County Code 1983, for asix-month period beginning at 8 a.~. on December 2, 1996, and ending
at 4:00 p.m. on May 31, 1997 for all the metered pazking stalls bounded by Kamehameha
Avenue, Bayfront Highway and the Mooheau Bus Terminal.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii,
Ms. Donna Fay K. Kiyosaki, Chief Engineer of the Department of Public Works, Mr. Wayne
Carvalho, Chief of Police of the County of Hawaii, and Mr. Randy Rohner, Chairman of the
Downtown Improvement Association Parking Committee.
