RESOLUTION NO. 206 09
A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO SUPPORT
AND PROVIDE STATE FUNDING FOR THE HIGHEST PRIORITY CAPITAL
IMPROVEMENT PROJECTS IN THE COUNTY OF HAWAII
WHEREAS, the statewide unemployment rate for May 2009 was 7.4 percent with
Hawaii County's unemployment the highest at 10.4 percent; and
WHEREAS, funding capital improvement projects will help to stimulate the Big Island
economy at a time when it is most needed; and
WHEREAS, the Hawaii County Council has created a list of capital improvement
projects throughout the Big Island that are in need of funding; and
WHEREAS, the Hawaii County Council feels that the most effective way to gain the
support of our Legislators is to submit one priority list as a unified Council rather than nine
separate lists from each district; and
WHEREAS, the capital improvement projects are ranked by priority as follows:

WHEREAS, this priority list will be sent to our Legislators for the 2010 Legislative
Session; and
WHEREAS, each Council Member is responsible for providing documentation (e.g.,
plans and designs, maps, costs, etc.) of their district project upon request by our State
Legislative delegation; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Hawaii County Council respectfully requests the Hawaii State Legislature to support and
provide State funding for the priority projects listed above.
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to Senate President Colleen Hanabusa, Senate Vice President Russell S. Kokubun,
House Speaker Calvin K.Y. Say, Ways and Means Committee Chair Donna Mercado Kim,
Finance Committee Chair Marcus R. Oshiro, Senator Josh Green, Senator Dwight Y. Takamine,
Representative Jerry L. Chang, Representative Cindy Evans, Representative Faye Hanohano,
Representative Robert N. Herkes, Representative Mark Nakashima, Representative Clift Tsuji,
and Mayor William P. Kenoi.
