This is a "work in progress" resolution. The most effective way to gain the support of Congress is to submit "one" priority list from the full Council rather than nine separate district lists. If we lobby our Congressional delegation as a unified Council, we will achieve better results. I encourage all Council Members to submit their top priority project.
