RESOLUTION NO
STATE OF HAWAII

WHEREAS, the Hawaii County Council finds that an informative
video presentation of the governmental structure in Hawaii County,
the role of the County Council in the legislative process, and the
importance of participation by the voters is a vital component of
heightened citizen awareness and voter education; and
WHEREAS, the video presentation will be used to supplement
presentations made to high schools, elderly activity centers,
community organizations and other interested groups by the Office of
the County Clerk; and
WHEREAS, significant Changes to the Hawaii County Charter
relating to the composition and terms of the Hawaii County Council
were approved by the electorate at the General Election held on
November 6, 1990; and
WHEREAS, said Charter amendments have out-dated the previous
voter education/council information slide presentation produced in
1987; and
WHEREAS, the Council's Miscellaneous Contractual Services
Account has adequate funds for the development of a new video
presentation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it concurs with the foregoing proposal to develop a
new informative video presentation of the government structure, the
role of the County Council, and the importance of voter
participation.
BE IT FURTHER RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that it hereby authorizes the expenditure of up to $5,000 from its
Miscellaneous Contractual Services Account for said video.
BE IT FURTHER RESOLVED that in accordance with Section 13-13
of the Hawaii County Charter, the Mayor is hereby requested to enter
into a contract for the aforementioned service on behalf of the
County Council.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this Resolution to the Honorable Stephen K.
Yamashiro, Mayor of the County of Hawaii.
