RESOLUTION N0. 19 93
WHEREAS, it is estimated that a woman is battered every fifteen
seconds in America; and
WHEREAS, the impact of domestic violence is wide ranging,
directly affecting women and children and society as a whole; and
WHEREAS, the crime of domestic violence violates an individual's
privacy, dignity, security, and humanity, due to systematic use of
physical, emotional, sexual, psychological and economic control
and/or abuse; and
WHEREAS, the problems of domestic violence supported by societal
indifference are not confined to any group or groups of people but
cross all economic, racial, affectional preference, and societal
barriers; and
WHEREAS, every year, some 250 to 300 families have sought safety
in the East and West Hawaii Family Crisis Shelters in the County of
Hawaii; and
WHEREAS, without these services, women and children will no
longer have a safe place to go; and
WHEREAS, the Council of the County of Hawaii has been advised
that the Department of Human Services will be reducing its funding
of The Family Crisis Shelter effective June 30, 1993 resulting in a
severe reduction of services to the people.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THF. COUNTY OF
HAWAII that it urges Governor Waihee to reinstate the funds to The
Family Crisis Shelter, Inc., for the East and West Hawaii Crisis
Shelters for battered women and children.
BE IT FURTHER RESOLVED that the Clerk of the County transmit
copies of this resolution to the Honorable John Waihee, Governor of
the State of Hawaii; to all Big Island Legislators; and Ms. Winona
Rubin, Director, Department of Human Services.
