RESOLUTION NO. 19 93
(DRAFT 2)
A RESOLUTION IN SUPPORT OF THE LOCATION AND DEVELOPMENT OF A
CONVENTION CENTER SITE ALONG THE NORTH KONA/SOUTH KOHALA COAST
WHEREAS, the visitor industry has emerged as the mainstay
in the economy of the State of Hawaii and the County of Hawaii; and
WHEREAS, the "Gold Coast" between North Kona and South
Kohala has been the focus of major investments by the public and
private sectors resulting in world class resort facilities and the
expansion of the Keahole Airport facilities; and
WHEREAS, said facilities have provided the Big Island with
major growth in employment opportunities; and
WHEREAS, a satellite convention center located within the
North Kona/South Kohala visitor properties would complement the
proposed plans to build a major convention center on the island of
Oahu; and
WHEREAS, the Kona/Kohala satellite convention center,
capable of attracting allied conferences or "pre" or "post"
convention activities, will provide the State's economy with
additional visitor spending days; and
WHEREAS, the Council of the County of Hawaii recognizes
that financing and/or developing of convention centers are often
accomplished through joint ventures and/or consortiums of
investors/developers; and
WHEREAS, Senate Bill No. 1331 appropriates funds out of the
State's general revenues to study market potential for satellite
convention sites in West Hawaii.
NOW THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it extends its support in locating and developing a
satellite convention center within the visitor sites along the North
Kona/South Kohala Coast and supports Senate Bill No. 1331.
BE IT FURTHER RESOLVED that the Council encourages the
joint efforts of the private and public sectors in attracting any
partnerships in packaging the development of a convention center.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit copies of this resolution to the Honorable John
Waihee, Governor of the State of Hawaii; Senator James Aki, President
of the Senate, State of Hawaii; Senator Andrew Levin; Senator Richard
Matsuura; Senator Malama Solomon; Representative Joseph Souki,
Speaker of the House, State of Hawaii; Representative Jerry Chang;
Representative Robert Herkes; Representative Virginia Isbell;
Representative Mike O'Kieffe; Representative Harvey Tajiri;
Representative Dwight Takamine; Director of the State Department of
Business, Economic Development and Tourism; the Honorable Stephen
Yamashiro, Mayor of Hawaii County; Ms. Diane Quitiquit, County
Director of Research and Development; and Ms. Virginia Goldstein,
County Planning Director.
