RESOLUTION No. 4g 9~
WHEREAS, Governor John D. Waihee, III has included in his
proposed 1993-95 Biennium Budget proposal a Capital Improvement
Project request (HTH 215) for $7,020,000 to fund the Kona
Hospital renovation and expansion, Phase 2; and
WHEREAS, the Kona Community Hospital is a full service
facility dedicated to providing quality health care to West
Hawaii and is the sole such facility in that region and must
serve both residents and the entire resort visitor industry; and
WHEREAS, Phase 1 of the Kona Hospital renovation,
completed in 1992, provided modernization of many medical and
surgical operations but failed to relieve the critical shortage
of hospital beds and severe overcrowding among the nursing and
clerical staffs, causing the hospital to remain in violation of
the 1988 Life Safety Code and numerous OSHA regulations; and
WHEREAS, since 1980 the population of West Hawaii has
grown 58$ and is projected to grow another 358 by 2005 A.D., and
since 1977 admissions have increased 818, the average daily
census has increased 1138, lab procedures 90~, surgical
procedures 1838, newborns 978 and emergency room usage by 538;
and
WHEREAS, the number of hospital patient beds has actually
decreased since 1980 because of patient rooms being converted to
office and storage space simply to allow the hospital to
function and meet the burgeoning demands for emergency and
critical out-patient care; and
WHEREAS, an unnecessary amount of air medical evacuation
and transfer to Honolulu for medical/surgical care has resulted
from these circumstances; and
WHEREAS, the requested funding for Phase 2 expansion and
renovation will allow the Kona Hospital to meet the violated
codes and regulations and provide much needed office and storage
areas and enlarged laboratory, radiology, respiratory therapy
and medical records facilities; and
WHEREAS, the proposed improvements to the Kona Hospital
are broadly supported by residents throughout this region who
are now denied reliable and comprehensive hospital care.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it requests the State Legislature to
support the appropriation of $7,020,000 for the design and
construction of much needed renovations and expansions to the
Kona Hospital facility.
BE IT FURTHER RESOLVED, that copies of this resolution be
transmitted to the Honorable James Aki, President of the Hawaii
State Senate; The Honorable Joseph M. Souki, Speaker of the
Hawaii State House of Representatives; The Honorable
Ann Kobayashi, Chairperson of the Senate Ways and Means
Committee; and the Honorable Calvin Say, Chairperson of the
House of Representatives Finance Committee.
