RESOLUTION N0. 46 93
WHEP.EAS, real property taxes accounted for nearly ninety
percent of total tax revenues and approximately fifty-seven
percent of total general government revenues in the 1991-92 fiscal
year; and
WHEREAS, a revenue structure which relies too much upon one
source of revenue may not be able to generate adequate revenues
with which to meet county responsibilities and to address changing
circumstances; and
WHEREAS, increasing budgetary pressures have established an
overwhelming need to review all county revenue authorities,
including but not limited to taxes, user fees and charges,
development fees and exactions, and to create necessary policies
to insure that public resources are utilized in a productive and
efficient manner; and
WHEREAS, the Council of the County of Hawaii finds that the
establishment of a Commission On Revenues is appropriate to assist
county officials in the review of county revenue authorities and
the development of appropriate policies.
D70W, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it hereby recommends that the Administration establish
a Commission On Revenues to review all existing revenue sources of
the county and to determine the effectiveness of existing policies
and practices.
BE IT FURTHER RESOLVED that the Commission shall submit a
report to the Administration and County Council by March 1, 1994.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this resolution to the Honorable Stephen K.
Yamashiro, Mayor of the County of Hawaii.
