RESOLUTION N0. 51 93
WHEREAS, the sugar industry has been a long-standing, important
part of the economic base to the State of Hawaii but worldwide market
forces have caused the sugar industry to decline; and
WHEREAS, it has always been the desire of the Council to maintain
sugar as a viable industry and finds that the best solution for the
large acreages of land that are already in use for sugar production
would be to convert these lands for the production of ethanol; and
WHEREAS, the development of the Florida enzyme is known to allow
for the profitable production of ethanol; and
WHEREAS, the production of ethanol in Hawaii, with its perfect
soil and climate conditions, with its extremely well-trained and
efficient work force, and with its already existing facilities, would
be a natural transition from sugar production to ethanol production,
creating minimum environmental effects and optimizing economic and
social factors; and
WHEREAS, there are ready worldwide markets for ethanol and the
production of ethanol would place the County of Hawaii in line with
the petrochemical market; and
WHEREAS, the goals of the General Plan of the County of Hawaii
are to strive towards energy self-sufficiency for Hawaii County and
to establish the Big Island as a demonstration community for the
development and use of natural energy resources.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it encourages the public and private sectors to
aggressively pursue the development of the ethanol industry in Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable John Waihee,
Governor of the State of Hawaii; Senator James Aki, President of the
Senate, State of Hawaii; Senator Andrew Levin; Senator Richard
Matsuura; Senator Malama Solomon; Representative Joseph Souki,
Speaker of the House, State of Hawaii; Representative Jerry Chang;
Representative Robert Herkes; Representative Virginia Isbell;
Representative Mike O'Kieffe; Representative Harvey Tajiri;
Representative Dwight Takamine; Mr. Mufi Hannemann, Director of the
State Department of Business, Economic Development and Tourism;
Mr. Yukio Kitagawa, Chairman, Board of Agriculture; the Honorable
Stephen Yamashiro, Mayor of Hawaii County; Ms. Diane Quitiquit,
County Director of Research and Development; and Ms. Virginia
Goldstein, County Planning Director; Mr. Warren Lee, President of
HELCO; Mr. Roy S. Mushrush and Mr. Jim Russell.
