RESOLUTION N0. ~ 83
WHEREAS, West Hawaii is a rapidly growing part of the County of
Hawaii; and
WHEREAS, the demand for access to Comity services in West Iiawa.i.i
is increasing as the resideeit and transient populations increase; and
WHEREAS, existing County staff are located in either Kailua-Kona
or in the Kealakekua areas, leaving West Hawaii south of Kealakekua
and a large part of the District of Ka'u without County support; and
WHEREAS, the Mayor's Office receives complaints from various
sources and at the present time has no one available to travel
around the island and conduct investigations; and
WHEREAS, the position of West Hawaii Coordinator under the
Mayor's Office exists at the present time but is not funded in th.=~
current year's budget; and
WHEREAS, the Mayor's Office would like to increase service to
the residents of South Kona and Ka'u from Fahala to Hewai:ian Ocean
View Estates and also have an i*ivestigator tc call upon as nee~.9ed;
an3 these goals can be achieved by hiriiiy a West Hawaii Coordinator,
who would serve under the supervision of the Deputy Managing
Director in ICOna; and
WHEREAS, Article V, Section 5-1.3(b) of the Hawaii County
Charter states that the Nlayor has the power to "Appoint necessary
staff for which appropriations have been made by the council..."; and
WHEREAS, funds are available in 010-111-5111.01-011 Office of
the Mayor Regular Salaries and Wages account.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that funds for the West Hawaii Coordinator position (EM-O1)
are hereby appropriated; and that funds are available in the Regular
Salaries and Wages account of the Office of the Mayor.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of the Mayor and the Departments of
Finance and Civil Service.

SUBJECT: West Hawaii Coordinator
Attached is a resolution to fund the West Hawaii Coordinator position in the Mayor's Office.
The position already exists but is not funded in the current year's budget. There are sufficient
funds available in the Regulaz Salaries and Wages account to fund the position for the rest of this
yeaz, and next yeaz's funding is included in my budget submittal for fiscal year 1993-94.
