RESOLUTION NQ ~ ~

WHEREAS, the island of Hawaii has attracted national
attention for its 170 mile shoreline trail system, known as the
'ALA KAHAKAI,' running from North Kohala through the Rona, Ka'u
and Puna districts; and
WHEREAS, United States Senator Daniel K. Akaka sponsored
legislation passed by Congress as H.R. 6184 in October, 1992,
directing the National Park Service to specifically study the
ALA KAHAKAI for inclusion into the National Trail System as the
first and only trail in the State of Hawaii to ever be so
included; and
WHEREAS, the ALA KAHAKAI was developed by native Hawaiians
many hundreds of years ago as an essential part of~the island's
cross-country trail network, providing communication, food,
water, trade and refreshment for the people of Hawaii, and
impressions left by these ancestors of today's native Hawaiian
can still be seen in the earth and lava rock within and along
the ALA KAHAKAI, linking all of Hawai'ins peoples with the
native culture of these islands; and
WHEREAS, the ALA KAHAKAI can become a major historical,
cultural and recreational attraction for residents and visitors
alike by providing recreational resources for almost every user
group and a showcase for the many natural and cultural treasures
extending along the Kohala-Kona-Ka'u-Puna coastline, and thereby
can develop the economic potential of Hawaii island in a manner
compatible with our traditional values; and
WHEREAS, there is a need for ongoing management and
monitoring of public use of the ALA KAHAKAI to protect the
natural and cultural resources associated with the trail and to
integrate the concerns of the private property owners over whose
land the trail passes; and
WHEREAS, 'National Trails Day' is Saturday, June 5, 1993
across the United States of America and the non-profit group E
Mau Na Ala Hele is sponsoring an event that same day on Hawaii
Island which will bring attention to the significance of the ALA
KAHAKAI with its historic, cultural, biologic, geologic, scenic
and recreational features, and the importance of its inclusion
in the National Trails System.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL~OF THE COUNTY
OF HAWAII that it fully supports the inclusion of the ALA
KAHAKAI or 'Trail by the Sea' in the National Trails System and
further supports the local events making up the National Trails
Day celebration on
June 5, 1993 in order to draw special attention to this great
resource.
BE IT FURTHER RESOLVED that the County Council requests that
the State Department of Land and Natural Resources prepare a
detailed management plan addressing the use, preservation and
protection of lands abutting the Ala Kahakai as relating to its
designation as part of the National Trail System.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to The Honorable Stephen K. Yamashiro, Mayor, County
of Hawaii; Mr. John Keppeler II, Chairman, Board of Land and
Natural Resources, State of Hawaii and Mr. Keith Wallis, Board
of Directors, E Mau Na Ala Hele.
