RESOLUTION N0. 8? 3~-
WHEREAS, Section 46-32, Hawaii Revised Statutes, relating to
Employees of Council, authorizes the Council of any County to
appoint and employ personnel as it deems necessary and prescribe
their powers, duties and compensation; and
WHEREAS, Section 3-13, Hawaii County Charter, authorizes the
County Council to provide for interim amendments to the Salary
Ordinance by resolution; and
WHEREAS, the Legislative Auditor of the County of Hawaii is
charged with, among other duties, the responsibility of conducting
post-audits of the accounts, programs, and performance of county
departments and agencies to assure the accountability of
government agencies for their implementation of policies,
management of programs, and expenditure of public funds; and
WHEREAS, the Legislative Auditor reports its findings and
recommendations to the County Council to give policy makers
timely, accurate, and objective information for decision making;
and
WHEREAS, pursuant to Section 46-32, Hawaii Revised Statutes,
the County Council deems it necessary to create a fiscal/program
review auditor position to provide specialized expertise to the
County Council on matters relating to financial and performance
audits;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Salary Ordinance of 1993 be amended by creating
one (1) fiscal/program review auditor position for the Legislative
Auditor at an annual salary of $49,920.
BE IT FURTHER RESOLVED that funds are available in the
Clerk/Council Salaries and Wages account due to existing vacancies.
BE IT FURTHER RESOLVED that copies of this resolution be
transmitted to the Departments of Civil Service and Finance.
