RESOLUTION N0. 89 93
WHEREAS, sugar has historically been a dominant component of
the economy for the County of Hawaii, accounting for approximately
one-third of the sugar produced statewide; and
WHEREAS, the recent bankruptcy of Hamakua Sugar will
eventually result in the sale and speculation of thousands of
acreages of prime sugar lands without any regard for its
agricultural use and the hundreds of affected families in the
Hamakua district; and
WHEREAS, the immediate concern to the residents of Hamakua is
the vulnerability of 8,000 acres of irrigated former sugar cane
land makai of the lower Hamakua ditch system which offers the
agriculture community a rare opportunity to pursue a variety of
agriculture ventures on prime agricultural lands with irrigation
and road systems presently in place; and
WHEREAS, it is also a concern to the residents of Hamakua that
if sound alternatives are not found to keep these lands in
_ agriculture, their farming and rural lifestyles will be disrupted,
resulting the family unit to break-up and social problems to
escalate; and
WHEREAS, the need to prevent prime agricultural lands in the
Hamakua district from uses other than agricultural should outweigh
all other priorities by both the private sector and the public
sector; and
WHEREAS, through zoning, the county should be able to achieve
the goal of the General Plan which is to protect and maintain
important agriculture lands on the Island of Hawaii from urban
encroachment.
THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that all state and county agencies having jurisdiction over
all of these Hamakua's sugar lands shall continue to keep its land
use designation in agriculture and intensive agriculture and shall
discourage any future application proposing to urbanize those
properties in Hamakua.
BE IT FURTHER RESOLVED that the Planning Director is requested
to conduct the necessary feasibility study to designated parcels
makai of the lower Hamakua ditch system through the southern
boundary of Paauilo and all lands of Waipio Valley to its northern
boundary as an agricultural preserve, exclusively for agricultural
uses.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Hawaii congressional
delegation; the Honorable John Waihee, Governor of the State of
Hawaii; Senator James Aki, President of the Senate, State of
Hawaii; Senator Andrew Levin; Senator Richard Matsuura; Senator
Malama Solomon; Representative Joseph Souki, Speaker of the House,
Herkes~fRepresentativesVirginia IsbellChRepresentativeaLarr}.Robert
Tanimoto; Representative Harvey Tajiri; Representative Dwight
Takamine; Chairman of the Board of Agriculture; Director of the
State Department of Business, Economic Development and Tourism,
Director of the Office of State Planning, the Hawaii Development
Authority; the Honorable Stephen Yamashiro, Mayor of the County of
Hawaii; Ms. Virginia Goldstein, County Planning Director; and Ms.
Diane Quitiquit, Director of Research and Development, Hawaii
County.
