HomeMy WebLinkAboutRES 097 Draft 01 1992-1994COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0, 97 93 (Draft 2) WHEREAS, Hawaii, an island state, is surrounded by bountiful pristine coastal waters and a fragile marine environment; and WHEREAS, the demand for recreational boating storage space in or near the water is exceeding the supply of mooring and marina slip facilities within our island state; and WHEREAS, the State Department of Transportation has a waiting list of over 2,600 for berthing or mooring facilities; and WHEREAS, because of this great economic interest and potential for the expansion of the marine industry with boat building repair and related products and service, there is a need for the development of marina facilities; and WHEREAS, limited state funds, high construction costs of marina development, and the lack of available public lands near to coastal water makes the opportunity for publicly funded recreational berths to be unrealistic and marina development to most likely occur on privately owned lands usually in environmentally sensitive areas; and WHEREAS, the Office of State Planning is in the process of completing its final draft for evaluation guidelines for private marina development and it would be in the County of Hawaii's best interest that the State proceed a step further to make recommendations on suitable sites for marina development. NOW, THEREFORE, BE IT RESOLVED HY THE COUNCIL OF THE COUNTY OF HAWAII that the State's Office of State Planning, the Department of Land and Natural Resources-Division of Boating and Ocean Recreation, and the Department of Transportation, fund and conduct a study with the County of Hawaii to determine and recommend suitable sites for marina development including boat launch ramps, dry-stack boat storage and other related facilities. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable John Waihee, Governor of the State of Hawaii; Senator James Aki, President of the Senate, State of Hawaii; Senator Andrew Levin; Senator Richard Matsuura; Senator Malama Solomon; Representative Joseph Souki, Speaker of the House, State of Hawaii; Representative Jerry Chang; Representative Robert Herkes; Representative Virginia Isbell; Representative Larry Tanimoto; Representative Harvey Tajiri; Representative Dwight Takamine; Director of the Office of State Planning; Director of the Department of Land and Natural Resources, Division of Boating and Ocean Recreation; Director of the Department of Transportation; the Honorable Stephen Yamashiro, Mayor of the County of Hawaii; and Ms. Virginia Goldstein, County Planning Director.
