COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION
TRANSMITTING FOR CONSIDERATION BY THE HAWAII STATE ASSOCIATION OF COUNTIES
(HSAC) A RESOLUTION AGAINST THE CREATION OF A KA'U SPACEPORT AUTHORITY.
WHEREAS, the residents in the District of Ka'u are concerned about the
potential health and safety hazards a rocket launch facility at Palima Point may
create for themselves as well as residents and visitors throughout Hawaii; and
WHEREAS, the State Department of Business, Economic Development and Tourism
is seeking to create a State Spaceport Authority; and
WHEREAS, a State Spaceport Authority would be established on a similar basis
as the Kakaako Community Development District; and
WHEREAS, Section 206E-7, Hawaii Revised Statutes, Hawaii Community
Development Authority, can negate and override the County General Plan .and
zoning laws which is contrary to the principle of Home Rule.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
it transmit for consideration by HSAC this Resolution opposing the establishment
of a State Spaceport Authority.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be directed to
transmit this Resolution to'the President of Hawaii State Association of
Counties, Goro Hokama.
