RESOLUTION N0. 12~ 93
WHEREAS, the County of Hawaii is presently engaged in collective
bargaining for new agreements regarding various county employee
units whose collective bargaining agreements for wages, benefits and
working conditions expired in June 30, 1993; and
WHEREAS, the economy of this county has recently become
generally depressed due to reduced visitor traffic and expenditures,
construction activity, and sugar industry contractions; and
WHEREAS, the personal and family incomes of many private sector
employees and self-employed businesspersons
reduced in recent years due to the economic
the people and businesses of Hawaii County,
general vitality to the county's economy is

WHEREAS, the wages and benefits paid to

turn, almost entirely paid out of real property tax revenues
collected by the county from its assessments against the industries,
businesses, residents and other landowners within the county and by
far most of those taxpayers are local, privately employed residents
and private employers, many of whom are suffering from the current
economic recession; and
WHEREAS, it is generally understood that higher industry and
business tax assessments are immediately transferred into even
higher pricing of the goods and services offered by those businesses
to the residents of this county so that the businesses can recoup
the higher taxes as well as the higher finance charges and risks of
reduced sales resulting from the need to raise prices for the higher
taxes; and
WHEREAS, higher prices for goods and services primarily impact
the resident taxpayers of this county both directly through the cost
of such items as well as indirectly through reduced job
opportunities; and
WHEREAS, employees of the County of Hawaii now enjoy substantial
vacation and sick leave benefits, such that even without a single
day of sick leave being taken by a single county employee, on the
average day, in each and every agency of the county government, one
out of every twelve county employees is out on paid vacation leave;
and
WHEREAS, such benefits greatly exceed those generally available
in private sector employment and not every county employee needs or
desires such substantial vacation or sick leave benefits, especially
when such benefits could be substituted for productive improvements
in management, equipment and employee working conditions.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the County of Hawaii should not undertake any financial
commitment to increase salaries, wages or benefits of county
employees under the current economic conditions in this county.
BE IT FURTHER RESOLVED that the Council request the Mayor and
the Governor of the State of Hawaii to defer from prospective
collective bargaining agreements (agreements to be initiated in 1993
and 1994) any provisions that would increase wage, salary and
benefit costs except where such increased costs are clearly and
directly tied to concurrent increases in measurable employee
productivity from tasks targeted by the Mayor for productivity
improvements or where such increased cost is solely to provide
sufficient reimbursement to employees for increased out-of-pocket
expenditures on the job.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable John D.
Waihee IIi, Governor of the State of Hawaii and to the Honorable
Stephen K. Yamashiro, Mayor of the County of Hawaii.
