RESOLUTION N0. 138 93'
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, Act 189, 1990 Session Laws of Hawaii, appropriated
funding for the development of a coordinated youth gangs response
system to maintain control of gang situations; and
WHEREAS, Act 289, 1993 Session Laws of Hawaii, will continue to
appropriate funding for this program; and
WHEREAS, the Office of Youth Services, Department of Human
Services, is the designated agency responsible to coordinate this
program; and
WHEREAS, the Office of Youth Services will allot $60,000 to the
Hawaii County Police Department to concentrate on juvenile
prevention and enforcement programs for gang members and troubled
youths; and
WHEREAS, the salary for one (1) Police Officer II, PO-7, would
be provided by the State Grant Response System Grant; and
WHEREAS, this position will focus not only on the enforcement
and intelligence aspects, but education as well as through
instructing and coordinating the Positive Alternative Gang Education
(P.A.G.E.) Program; and
WHEREAS, if future funding of the Police Officer II position is
not received from the State Grant, the County will either continue
funding or abolish this position.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII:
1. That one (1) Police Officer II, PO-7, position be created in
the Hawaii County Police Department, for as long as the State
Legislature provides funding for the State Gang Response System
Grant.
2. That if future funding of the Police Officer II position is
not received from the State Grant, the County will either continue
funding or abolish this position.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Finance and Civil Service.
