HomeMy WebLinkAboutRES 150 Draft 01 1992-1994OFFICE INFORMATION ONLY Meeting: February 9, 1994 Action: Close file Re: Resolution 150-93 COUNTY OF HAWAtt STATE OF HAWAII RESOLUTION N0. 15Q 93 WHEREAS, prior to statehood, the State of Hawaii was a territory, and the Island of Hawaii was divided into two political entities, Judicial Districts 3 and 4. District 4, being West Hawaii, consisted of the geographic regions of North and South Kohala, North Kona and Kau; and WHEREAS, West Hawaii's climate, geology, and socio-economic and environment differs from East Hawaii; and WHEREAS, the great distance from the City of Hilo, the seat of government, from the residents of West Hawaii places an undue burden on those citizens, limiting their access to the various departments and the participation process in government; and WHEREAS, the people of West Hawaii desire true Jeffersonian democracy, which will provide them with the ability to plan for the growth and character of their own community; and WHEREAS, Senator Andy Levin is requesting that a bill be drafted for the creation of a West Hawaii County; and WHEREAS, House Bill 1190 was introduced, allowing self determination for political divisions of 30,000 people or more, that will allow the citizens of West Hawaii to decide if they desire to be a separate County; and WHEREAS, the creation of such a County requires much examination and debate. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it supports both House Bill 1190 and similar action that may be forthcoming, so that the citizens of west Hawaii may debate, decide and vote on the creation of a West Hawaii County. BE IT FURTHER RESOLVED that copies of this resolution be transmitted to Governor John D. Waihee III; Stephen Yamashiro, Mayor, County of Hawaii; Norman Mizuguchi, President of the State Senate; Malama Solomon, State Senator; Richard Matsuura, State Senator; Andrew Levin, State Senator; Joseph Souki, Speaker of the State House of Representatives; Jerry Chang, State Representative; Harvey Tajiri, State Representative; Robert Herkes, State Representative; Dwight Takamine, State Representative; Virginia Isbell, State Representative; Larry Tanimoto, State Representative; and Robert Marks, Attorney General, State of Hawaii.
