RESOLUTION N0. 153 ~
WHEREAS, the rate of violent crime in the County of
Hawaii has steadily increased since 1987 and stands 129.5
percent above the rate in 1977; and
WHEREAS, while the total crime rate in the County of
Hawaii has decreased from the 15-year peak reached in 1990, it
still remains above the 15-year average index per 100,000
residents; and
WHEREAS, in spite of the statistics, crime against person
and property continues to directly or indirectly permeate the
quality of our lives; and
WHEREAS, there is growing concern over the effectiveness
of the criminal justice system--the laws, their enforcement, the
interdisciplinary agency coordination, judicial wisdom and
fairness and community involvement; and
WHEREAS, the federal anti-crime bill attempts to address
portions of the complex problem; and
WHEREAS, there must be coordinated aggressive action by
every facet of the criminal justice system to strengthen
society's network of public safety.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
County of Hawaii that we work towards the healing and renewal of
our community through improved communication and education of
every sector of the criminal justice system, including our
citizens.
BE IT FURTHER RESOLVED that the Council calls for a crime
summit to facilitate communication and understanding among the
major criminal justice and law enforcement agencies, the
legislators and the community.
BE IT FURTHER RESOLVED that the crime summit be
coordinated by and through the Council's Finance Committee.
BE IT FINALLY RESOLVED that copies of this resolution be
transmitted to the Federal Bureau of Investigation; U.S.
Attorney General's Office; the Drug Enforcement Administration;
Senators Daniel K. Inouye and Daniel K. Akaka; Representative
Patsy T. Mink; Chief Justice Ronald Moon; Hawaii Paroling
Authority; Governor John Waihee; House Speaker Joseph M. Souki;
Senate President Norman Mi2uguchi; Senators Andrew Levin,
Richard Matsuura, and Malama Solomon; Representatives
Virginia Isbell, Harvey Tajiri, Larry Tanimoto, Robert Herkes;
State Attorney General Robert Marx; State Department of Public
Safety; Department of Education Superintendent Charles Toguchi,
University of Hawaii at Hilo Chancellor Kenneth Perrin, Mayor
Stephen K. Yamashiro; County Prosecuting Attorney Jay Kimura;
Hawaii County Police Commission; and Hawaii County Police Chief
Victor Vierra.
