WHEREAS, many residents of the Puna, Ka'u, Kona, Kohala and Hamakua districts of Hawaii County have expressed a desire to have the committees of the county council periodically convened-in their respective districts in order to facilitate attendance, testimony and participation by area residents at such meetings, as well as to gain familiarity with the councilmembers elected from other districts; and WHEREAS, when matters having a direct impact on the residents of a particular district are to be considered by a council committee, it is especially beneficial to both the area residents and the councilmembers that these matters be taken up in the district environment where the actions will have a direct impact, so that community residents will have a greater opportunity to participate in the decision making process as they are in the best position to explain and demonstrate particular concerns they may have regarding such; and WHEREAS, the council does not now have a program of periodic committee or council meetings at locations other than Hilo, except for the single annual budget hearings mandated by the county charter; and WHEREAS, the waded expense to the county taxpayers of conducting periodic committee meetings outside of Hilo is modest and is justified by both (i) the public's improved access and input to government decision makers regarding financial, budgetary and land use matters as well as matters concerning various public services and facilities, and (ii) an improved understanding of the governmental decision-making process. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Rule 6 of the Rules of Procedure of the Council of the County of Hawaii is hereby amended to read as follows: "Rule 6 STANDING COMMITTEES 1. There shall be three (3) standing committees, and these standing committees shall be: (a) Committee on Finance (b) Committee on Planning (c) Committee on Human Services and Public Works The Chairman, Vice Chairman, and committee members shall be determined by resolution. 2. The scope and functions of the standing committees shall include but not be limited to the following: (a) Committee on Finance: Matters related to auditing, budget, capital improvement projects, lease agreements, appropriations, general obligation and revenue bonds, taxes, inter-governmental revenues, licenses, fees, liquor control, police and fire protection, personnel transactions, policy, and civil defense. Matters related to the establishment of the annual county operating and capital budgets, including the setting of real property tax rates, shall be referred to the Committee of the Whole. -2- Matters related to state and/or federal legislation, Hawaii State Association of Counties, National Association of Counties, State/County overlapping functions, and federal, state, and county agencies relations. (b) Committee on Planning: Matters related to improvement districts, general plan, annual report, community development plan subdivision control, zoning/land use, coastal zone management, forestry, historic sites and trails, water and water development, and public access. Matters related to energy, research and development, market development, tourism development, scientific research, food processing, manganese development, astronomy, and space projects, sugar, diversified agriculture, fish and game, and other research and development programs. (c) ~~mmittee on Human Services and Public Works• Matters related to management of public facilities, building codes, dedication deeds, street dedications, easements, human services, solid and hazardous waste disposal, sewage, improvement districts, cemeteries, highways, flood and drainage, public utilities, animal control, traffic Control, sign regulations, and beautification. Matters related to transportation/mass transit, and parks and recreation. Matters related to social service agencies, youth and elderly affairs. -3- 3. A regular meeting of each of the standing committees shall be convened in each of the districts of Puna, Ka'u, Kona, Kohala and Hamakua at least once every sia months, effective immediately."
