HomeMy WebLinkAboutRES 157 Draft 01 1992-1994M COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. ls7 93 WHEREAS, for approximately the past twelve years, the increase in unfunded federal mandates to cities is having a profound adverse financial impact on American cities; and WHEREAS, the underlying foundation of federalism is a working partnership between federal, state, and local levels of government; and WHEREAS, such partnership implicitly and explicitly conforms to a notion of shared responsibility and accountability; and WHEREAS, the continuing practice of unfunded federal mandates results in neither shared responsibility nor accountability; and WHEREAS, the National Association of Counties has made its position known regarding the increasing importance of unfunded mandates on city and county budgets in previous years; and WHEREAS, citizen awareness of the devastating effect of unfunded mandates on local governments and, therefore, their own lives is extremely low; and WHEREAS, increased citizen awareness is absolutely necessary to effect positive change on this issue; and WHEREAS, effective mandate relief legislation must incorporate not only a statement of costs on state and local governments, known as fiscal notes, but must also contain stipulations that unless the federal government includes funding for mandated programs they should not be valid; and WHEREAS, risk assessment is a crucial and fundamental component to any cost-benefit analysis of mandates and should be included in all pending legislation which will mandate programs on state and local governments. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it calls upon Congress and the President to oppose any regulation, policy, proposal or legislative bill which mandates programs and responsibilities on state and local governments without full federal funding. BE IT FURTHER RESOLVED that it calls upon Congress and the President to perform risk assessment and cost-benefit analysis on all legislation which requires mandates on state and local governments. BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Honorable William Clinton, President of the United States of America; the Honorable Daniel K. Inouye, United States Senator; the Honorable Daniel K. Akaka, United States Senator; the Honorable Patsy T. Mink, United States Representative; the Honorable Neil Abercrombie, United States Representative; the Honorable Norman Mizuguchi, President of the Senate; the Honorable Joseph M. Souki, Speaker of the House; the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii; the Honorable Frank F. Fasi, Mayor of the City and County of Honolulu; the Honorable Linda Crockett Lingle, Mayor of the County of Maui; the Honorable JoAnn A. Yukimura, Mayor of the County of Kauai; the Honorable Gary Gill, City Council Chair; the Honorable Goro Hokama, Maui County Council Chair; and the Honorable James Tehada, Kauai County Council Chair.
