RESOLUTION N0. 188 9~1.
A RESOLUTION SUPPORTING FEBRUARY AS A DRUG-FREE AWARENESS MONTH.
WHEREAS, the growing epidemic and dangers of drug abuse are
clear and well established and were noted by Congress when it
enacted the Anti-Drug Abuse Act of 1988; and
WHEREAS, statistics cited in the 1988 Act showed that
approximately 37 million Americans use an illegal drug yearly and
that more than 23 million use illicit drugs on a monthly basis; and
WHEREAS, illegal drug use can result in a wide spectrum of
extremely serious health problems, including disruption of normal
heart rhythm, small lesions of the heart, high blood pressure,
leaks of blood vessels in the brain, bleeding and destruction of
brain cells, permanent memory loss, infertility, impotency, immune
system impairment, kidney failure, pulmonary damage, and in the
most serious instances, heart attack, stroke and sudden death; and
WHEREAS, approximately 25 percent of all victims of AIDS
acquired the disease through intravenous drug use; and
WHEREAS, 10 to 15 percent, of all highway fatalities involve
drug-use; and
WHEREAS, it is estimated that 1 out of every 10 American
workers have their productivity impaired by substance abuse; and
WHEREAS, illicit drug use adds enormously to the national cost
of health care and rehabilitation services; and
WHEREAS, the connection between drugs and crime is well
proven; and
WHEREAS, the County of Hawaii is committed to maintaining a
drug-free environment and workplace for all our citizens, but
especially for our children; and
WHEREAS, the County of Hawaii is celebrating the one-year
anniversary of implementing its own drug-free workplace policy; and
WHEREAS, the primary objective of the policy is to promote the
health, safety and welfare of county employees and the public; and
WHEREAS, the best way to promote a drug-free environment for
the County is by promoting education and awareness of the dangers
of drug use and the availability of drug counseling,
rehabilitation, and assistance programs, a fine example of which
is the ongoing DARE programs in our local schools; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that in recognition of the fine work of our police
officers, volunteers, school teachers and students involved in the
DARE program, it requests that Mayor Stephen Yamashiro declace
February "Drug-Free Awareness Month".
BE IT FURTHER RESOLVED that copies of this Resolution be
presented to the Honorable Stephen Yamashiro, Mayor of the County
of Hawaii, Victor Vierra, Chief of Police of Hawaii County, and
the principals of every school on the island of Hawaii.
