HomeMy WebLinkAboutRES 160 Draft 01 1992-1994COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. 16Q 94 TAHEREAS, the island of Hawaii is ~u~ndergoing dramatic changes in its economic base and the need to diversify and expand our existing businesses is readily apparent; and WHEREAS, dairies presently located in urbanized areas are feeling the pressure of further urban encroachment; and WHEREAS, the neighbor islands, and in particular the island of Hawaii have available inexpensive and expansive rural lands which are ideal for the expansion of the dairy industry which will require a projected minimum of 500 acres for a 1,000-cow dairy; and ~4HE.REAS, the availability of large tracts of land for an integrated dairy cropping operation may reduce the need to import expensive cattle feed thereby reducing costs; and WHEREAS, the unique geographic isolation of Hawaii makes it imperative that we support businesses which can provide our needs locally and lessen the need to import necessities; and WHEREAS, unless local businesses can expand and renovate their existing infrastructure, they cannot remain competitive in a global economy which is rapidly becoming computerized and employing new and innovative methods of production; and WHEREAS, the local dairy business which has for many years provided island residents with fresh, wholesome milk and milk by-products needs the continued support of local residents and government to be able to keep up with and compete with imported products; and i^?HEREAS, the expansion of the dairy industry will provide needed jobs on the island of Hawaii, as well as within the State of Hawaii; and ';HEREAS, the Council of the County of Hawaii supports the dairy industry and believes that the expansion of the dairy industry is in keeping with its desire to diversify our economic base and provide job opportunities on the Big Island of Hawaii; and G?HER.EAS, the study being conducted by the State of Hawaii Department of Agriculture regarding the feasibility of expanding dairies on the neighbor islands has noted that the Kau and North Kohala regions of the Big Island of Hawaii are prime locations for such expansion as they have the combination of land area and climate conducive to dairy production; and WHEREAS, the study also recommends that as a demonstration project a modern dairy be constructed on the Big Island. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the State Department of Agriculture assist the dairy industry in its efforts to relocate from urban to rural areas, assess the impact on the community and environment, propose tax incentive alternatives at the state and county levels to encourage relocation, develop programs and policies that will respond to market demands while providing economic stability and provide quality services to assist the industry in their day-to-day operations to reach their goal of profitably producing, manufacturing, and marketing quality dairy products. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable John Waihee, Governor of the State of Hawaii; Senator Norman Mizuguchi, President of the Senate, State of Hawaii; Senator Andrew Levin; Senator Richard Matsuura; Senator Malama Solomon; Representative Joseph Souki, Speaker of the House, State of Hawaii; Representative Jerry-Chang; Representative Robert Herkes; Representative Virginia Isbell; Representative Larry Tanimoto; Representative Harvey Tajiri; Representative Dwight Takamine; Director of the State Office of Planning; Director of the Department of Land and Natural Resources, Director of the Department of Agriculture; the Honorable Stephen Yamashiro, Mayor of the County of Hawaii; and Ms. Diane Quitiquit, County Research and Development Director.
