X64 ~4 WHEREAS, the State of Hawaii and the County of Hawaii are feeling the effects of a sluggish economy; and WHEREAS, the Director of Finance has indicated that revenues from traditional sources of public funding for the County of Hawaii, in particular, real property taxes and transient accommodations taxes, are currently lagging behind projections for the 1993-94 fiscal year and it is anticipated that revenues for the 1994-95 fiscal year may fall short of current revenues; and WHEREAS, recent testimonies before the County Council have indicated that the current user fees charged by county agencies and departments for permits and services are not adequate to cover the cost of processing the permits, much less the services provided to users; and WHEREAS, the County Council is in the process of adopting an integrated solid waste management plan which has several requirements for the establishment of fees for services provided by the county; and WHEREAS, it would be in the interest of the county to undertake a comprehensive evaluation of user fees and cost recovery for providing services to the public. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it requests the Department of Finance to conduct a comprehensive study of user fees to calculate the full cost (both direct and indirect) of providing County services, compare the cost with revenues received for these services, and provide recommended fee recovery levels that are realistically achievable.
