RESOLUTION N0. 1bS 94
WHEREAS, Public Law 94-565 created the Payments-In-Lieu-of-Taxes
(PICT) Program which is administered by the Bureau of Land
Management of the Department of Interior; and
WHEREAS, the purpose of the PICT Program is to compensate local
governments for the presence of federal tax-exempt property to which
local governments provide human and physical services; and
WHEREAS, since the program was authorized in 1976, it has been
subject to the appropriation process in Congress with full program
funding considered to be approximately $105 million; and
and
WHEREAS, in FY 1992, payments to the counties were $100 million;
WHEREAS, the PICT Program's authorization has not increased
since 1976 while the consumer price index has increased by
120 percent, eroding the value of PICT to less than half of when
originally enacted; and
WHEREAS, Senator Mark Hatfield and some 38 co-sponsors,
including Senator Daniel Inouye, have introduced S. 455 and
Representative Pat Williams and some 80 co-sponsors have introduced
H.R. 1181; and
WHEREAS, these bills bring the authorization levels to full
value by increasing the formula from $.75 for each acre of
entitlement land to $1.65 per acre and by increasing the alternate
method of determining PICT payments from $.10 per acre to $.22 per
acre while still subjecting the program to the appropriation
process; and
WHEREAS, the National Association of Counties (NACo) has
identified the PICT program as one of its top seven priority issues
for 1994; and
WHEREAS, the Council of the County of Hawaii, a member of NACo,
is supportive of this position.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it hereby urges the co-sponsorship and support of S. 455
and H.R. 1181 by Hawaii's Congressional Delegation.
HE IT FURTHER RESOLVED that the Clerk transmit copies of this
Resolution to United States Senator Daniel K. Inouye, United States
Senator Daniel K. Akaka, United States Representative Patsy T. Mink;
and to United States Representative Neil Abercrombie.
