RESOLUTION
AMENDMENT TO THE HAWAII COUNTY COUNCIL'S RULES OF PROCEDURE BY REPEALING
RULE 24 RELATING TO MANDATORY PROGRAM REVIEWS AND ADDING A NEW SECTION
THAT WOULD PROVIDE PROGRAM REVIEW DUTIES TO FALL UNDER THE SCOPE OF THE
OFFICE OF THE LEGISLATIVE AUDITOR.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Rule 24
of the Hawaii County Council's Rules of Procedure be repealed and a new
section to read as follows:
MANDATORY PROGRAM REVIEW: PROCEDURES AND DETAILS
1. Each standing committee may conduct a more in-depth
review of any program area assigned by Rule 6.
2. Program reviews will be conducted by the Office of the
Legislative Auditor.
3. Any committee requiring a program review report from
the legislative auditor shall submit such request in
writing to Council for approval.
4. All requests for program review will be mandated by
resolution approval by council.
5. Recommendations by the committee may be forwarded to
the council for implementation.
