RESOLUTION
RESOLUTION URGING THE PASSAGE OF SENATE HILLS 2075 AND 2456,
APPROPRIATING MONEY FOR THE REPLACEMENT AND REPAIR OF HOMES IN THE
HAWAIIAN HOME LANDS PANAEWA RESIDENTIAL LOTS UNITS 3 AND 4.
WHEREAS, in 1990 the State Department of Hawaiian Home Lands
entered into an agreement with a private contractor to construct
fifty homes on Hawaiian Home Lands Panaewa Residential Lots Units
3 and 4; and
WHEREAS, upon moving into these newly constructed homes in
1991, residents complained of numerous problems including rusting
roofing materials, trusses and rafters that did not meet
engineering standards, the use of substandard lumber, glass with a
thickness below minimum standards, cracking concrete slabs, septic
tanks that were not properly installed, keys that fit the locks of
numerous neighboring homes, and severe subterranean termite
infestation in more than 20 of the homes; and
WHEREAS, the residents of these homes purchased them with the
assurance that they were acquiring quality built homes at
affordable prices; and
WHEREAS, the State Senate has generated two bills which seek
to appropriate approximately $4,000,000 for the replacement and
repair of these homes.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Council supports Senate Bills 2075 and 2456 and
urges their passage by the State Legislature in order that money
may be appropriated for the replacement and repair of homes in the
Hawaiian Home Lands Panaewa Residential Lots Units 3 and 4.
HE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable John Waihee,
Governor of the State of Hawaii; Senator Andrew Levin; Senator
Richard Matsuura; Senator Donna Ikeda, Chairwoman of the Senate
Ways and Means Committee; Senator Anthony Chang, Chairman of the
Senate Committee on Government Operations, Environmental
Protection and Hawaiian Programs; Representative Dennis Arakaki,
Chairman of the House Committee on Hawaiian Affairs;
Representative Calvin K. Y. Say, Chairman of the House Finance
Committee; Ms. Hoaliku Drake, Chairwoman of the Department of
Hawaiian Home Lands Commission; the Honorable Stephen Yamashiro,
Mayor of the County of Hawaii; and the Panaewa Residential Lots
Units 3 and 4 Adhoc Committee.
