RESOLUTION N0. 17~ ~
WHEREAS, there are presently seventeen (17) fire stations on the
Island of Hawaii with eight (8) of them situated in West Hawaii; and
WHEREAS, the Keauhou Fire Station will soon be established; and
the medevac helicopter will begin service from the South Kohala Fire
Station; and
WHEREAS, the unique geographical distribution of fire stations
on the Island of Hawaii makes it difficult to insure that all fire
fighting personnel are maintaining the proper levels of knowledge,
skills and abilities in fire fighting and rescue techniques; and
WHEREAS, the creation of a battalion chief position in charge of
training for the West Hawaii District would insure that the proper
"span of control" would be maintained to deal with the significant
number of fire fighting, medical, and air service personnel assigned
to that district; and
WHEREAS, establishment of this position would provide immediate
and equal training opportunities and evaluation of fire suppression
evolutions for West Hawaii; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create positions,
including position of deputy or assistant to each head of an agency
where such position has not been created by this charter, for which
appropriations have been made by the council...."; and
WHEREAS, funds are available in 010-221-5221.01-011.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that a Battalion Chief, SR-26, position be created; and that
funding will be from 010-221-5221.01-011.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Fire, Finance and Civil Service.
