COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION N0. Y72 r4
WHEREAS, the Insurance Division of the Department of Commerce
and Consumer Affairs is under the supervision and control of the
Insurance Commissioner; and
WHEREAS, the Insurance Commissioner is currently appointed by
the Director of Commerce and Consumer Affairs with the approval
of the Governor of the State of Hawaii; and
WHEREAS, the Insurance Commissioner also takes direction fron
the Legislature; and
WHEREAS, there needs to be an elected commissioner, chosen by
the people and who is capable of dealing fairly with both the
people and the insurance industry; .and
WHEREAS, an elected commissioner could free the legislature
from having to deal with so much "insurance reform"; and
WHEREAS, Senate Bills 2220 and 2461 and House Bills 2603,
3001, 3002, and 3488 have all been introduced before the
Seventeenth Legislature of the State of Hawaii providing for an
elected insurance commissioner.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it hereby supports the enactment of legislation
creating an elected insurance commissioner by the Seventeenth
Legislature of the State of Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable Norman
Mizuguchi, President of the Hawaii State Senate and to the
Honorable Joseph M. Souki, Speaker of the Hawaii State House of
Representatives.

Pursuant to Section 1(d) of Rule 4 of the Rules of Procedure of
the Council of the County of Hawaii, this written approval is
submitted in regards to Resolution No. ~~ in relation to
insurance, waiving said referral from the Committee on Human
Services and Public Works in order that appropriate action can be
taken by the Council.
In reviewing the contents of the referral, it is deemed advisable
that such waiver be granted.
