HomeMy WebLinkAboutRES 174 Draft 01 1992-1994OFFICE INFORMATION ONLY Meeting: 0 2/ 2 3/ g 4 Action: Close File Re: Resolution 174-94 COUNTY OF HAWA11 STATE OF HAWAII RESOLUTION N0. ~~`~ ~'~ WHEREAS, the Hawaii Property Insurance Association (HIPA) was created by Act 284, Session Laws of Hawaii 1991 for the purpose of providing appropriately priced basic property insurance for owners and occupants of property in high risk areas within the State; and WHEREAS, the Hawaii Property Insurance Association is managed by a board of directors consisting of 9 voting members and 3 non voting members; and WHEREAS, all 3 non voting members of the HIPA Board of Directors have been consistently excluded from any committee meetings and denied access to decision making meetings; and WHEREAS, requests from the 2 non voting members representing the public were consistently denied by the voting members; and WHEREAS, the 2 non voting members representing the public sector were not reappointed to the Board by Insurance Commissioner Takayama for reasons which may include a desire to have public members who represent the entire state as opposed to one geographical area; and WHEREAS, Senate Bill 2130 has been introduced before the Seventeenth Legislature of the State of Hawaii which reorganizes the Board of Directors of HIPA, giving voting powers to all 12 members as well as insuring that at least one public member representing each of the counties be represented on the Board; and WHEREAS, the amendments of Senate Bill 2130 benefit both the public and the insurance industry by providing an equal level of fairness to both sides in the decision making process. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it hereby supports Senate Bill 2130 relating to the Hawaii Property Insurance Association Board of Directors and urges adoption by the Seventeenth Legislature of the State of Hawaii. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable Norman Mizuguchi, President of the Hawaii State Senate and to the Honorable Joseph M.
