WHEREAS, House Bill No. 118 was passed by the Seventeenth
State Legislature and signed by Governor John Waihee as Act 223
which allows GTE Hawaiian Telephone Company Incorporated (GTE
Hawaiian Tel) to recover capital and associated operating expenses
of the Enhanced 911 emergency service (E911) through a telephone
line surcharge; and
WHEREAS, the tariff application proposes a statewide surcharge
of $0.28 per access line per month; and
WHEREAS, expansion of the E911 system will greatly enhance the
welfare and safety of residents of the counties of Rauai and Maui
as currently experienced by the City and County of Honolulu and
the County of Hawaii; and
WHEREAS, more specifically, the E911 system when implemented
will provide the following benefits:
1) Assist visitors when reporting emergencies especially
since they are often unfamiliar with specific locations
and the pronunciation of local names;
2) Assist the elderly, handicapped and children in reporting
emergencies;
3) Help to identify and reduce prank calls, bomb scares and
harassment calls by immediate identification of the call
source;
4) Provide faster emergency response time in cases of major
crimes especially if the victim is unable to provide
information due to life-threatening injury;
5) Provide the emergency respondent with an informational
data base of the residential subscribers which would
expedite response time since many of our homes throughout
the state lack clearly marked house numbers; and
WHEREAS, to begin the E911 statewide service, GTE Hawaiian Tel
filed a tariff application with the Hawaii Public Utilities
Commission (PUC) on Friday, January 14, 1994, to obtain approval
of the surcharge amount so that they may provide statewide E911
service.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports GTE Hawaiian Tel's tariff application and
requests that the Commission approve the tariff in a timely
manner, so this service can be expeditiously provided to the
public thereby helping save lives, reducing property losses and
expediting emergency medical responses.
BE IT FURTHER RESOLVED, that copies of this resolution be
transmitted to the Honorable John D. Waihee III, Governor of the
State of Hawaii; the Honorable Andrew Levin, State Senator; the
Honorable Richard Matsuura, State Senator; the Honorable Malama
Solomon, State Senator; the Honorable Jerry Chang, State
Representative; the Honorable Robert Herkes, State Representative;
the Honorable Virginia Isbell, State Representative; the Honorable
Harvey Tajiri, State Representative; the Honorable Dwight
Takamine, State Representative; the Honorable Larry Tanimoto,
State Representative; the Honorable Stephen K. Yamashiro, Mayor of
the County of Hawaii; the Honorable JoAnn A. Yukimur a, Mayor of
the County of Rauai; the Honorable Frank F. Fasi, Mayor of the
City and County of Honolulu; the Honorable Linda Crockett Lingle,
Mayor of the County of Maui; the Honorable James Tehada, Kauai
County Chair; the Honorable Gary Gill, City Council Chair; the
Honorable Goro Hokama, Maui County Council Chair; the PUC
Commission; GTE Hawaiian Tel; and the State Health Planning and
Development Agency.

RE: Waiver of Committee Referral
Pursuant to Section 1(d) of Rule 4 of the Rules of Procedure of the
Council of the County of Hawaii, this written approval is submitted
in regards to Resolution No. 178, in supporting the enhanced 911
(E911) system, waiving said referral from the Committee on Finance
in order that appropriate action can be taken by the Council.
In reviewing the contents of the referral, it is deemed advisable
that such waiver be granted.
