RESOLUTION N0. 18S 94 (Draft z)
WHEREAS, many correctional institutions throughout the
nation are being filled beyond capacity, resulting in the early
release of some offenders before their sentence and
rehabilitation has been completed in order to make room for
others; and
WHEREAS, many of the correctional institutions in the State
of Hawaii are presently experiencing overpopulation problems;
and
WHEREAS, in order to alleviate some of the overpopulation
problems the State of Hawaii Department of Public Safety is
currently searching for a site on which to construct and
operate a 100-acre medium security state prison which will
house approximately 1500 inmates; and
WHEREAS, Kulani Prison, currently in existence in the South
Hilo District of Hawaii County, is surrounded by more than 6000
acres of forested State Land and contains most of the
infrastructure necessary to .facilitate the proposed prison; and
WHEREAS, the expansion of Kulani Prison and the
construction and operation of the proposed state prison will
bring much needed revenue into Hawaii County, including an
estimated $100,000,000 in construction costs and $30,000,000
annually in operating costs; and
WHEREAS, upon final completion of all phases of
construction, Kulani Prison and the proposed state prison will
provide approximately 1000 new jobs; and
WHEREAS, with the expansion of the prison, many more
services will be made available and provided to the community
through supervised prison work crews including: fire fighting,
road resurfacing, building construction, forestry conservation,
and community beautification and
WHEREAS, an Environmental Impact Study will be prepared
which will analyze the problems such a facility will create on
the natural environment and the social, health, and educational
impacts on our island.
NOW, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it supports the State of Hawaii Department of
Public Safety's endeavors to alleviate the overcrowding of our
present prison system and it urges state officials to consider
expanding Kulani Prison to include a medium security facility.
BE IT FURTHER RESOLVED that any negative impacts revealed
in the Environmental Impact Study will be fully addressed by
the State Government.
BE IT FURTHER RESOLVED that copies of this resolution be
presented to the Honorable John Waihee, Governor of the State
of Hawaii, Members of the State Senate Judiciary Committee and
the State House of Representatives Committee on Public Safety
and Corrections, Mr. Stephen K. Yamashiro, Mayor of the County
of Hawaii, and Mr. George Sumner, State Director of Public
Safety.
