STATE OF HAWAII

WHEREAS, the records of the Hawaii County Government date back
to the early 1900's; and
WHEREAS, the quantity of documents kept and managed by the
Office of the County Clerk is growing at an exponential rate; and
WHEREAS, the State's Uniform Information Practices Act (UIPA)
requires state and county agencies to report their government
records for the purpose of expanded public accessibility; and
WHEREAS, the combined manual and automated systems of filing,
indexing and retrieving information in the Clerk's Office is
cumbersome, limited, time-consuming, and labor-intensive; and
WHEREAS, the Council recognizes that improved computer and
imaging technology can and will increase employee effectiveness,
increase the level of information-oriented services to its citizens
and other government agencies, decrease research and retrieval
time, and decrease risks and liabilities due to miscoordinated or
lost documents;
WHEREAS, the Council further recognizes that advanced
technology will assist in upgrading its internal operations and,
consequently, will create a communications network to better serve
the public; and
WHEREAS, the Office of the County Clerk and the County Council
of the County of Hawaii are desirous of engaging professional
services for the preparation of an Automated Office and Records
Management Study for the Office of the County Clerk;
and
WHEREAS, the Council has reviewed and considered the
recommendations of the County Clerk's Selection Committee for
consulting services to conduct an automated office and records
management study.
NOW, THEREFORE, BE IT RESOLVED that the Council approves the
selection of Decision Management Company, Incorporated to conduct
the Office of the County Clerk's automated office and records
management study.
BE IT FURTHER RESOLVED that the Council, pursuant to
Section 13-13 (c) of the Hawaii County Charter, requests the Mayor
to sign the consultant services contract and extensions, in
substantially similar form as described in Exhibit A, attached
hereto.
