RESOLUTION N0. 190 94
A RESOLUTION REQUESTING THE ADMINISTRATION TO MAKE A STUDY OF THE
FLOODING ON NORTH AND SOUTH KULANI ROADS.
WHEREAS, approximately 20-30 homes and numerous businesses and
farms along Kulani Road in the Mountain View area have continually
experienced problems with flooding during periods of heavy
rainfall; and
WHEREAS, these periods of heavy rainfall occur approximately
2-3 times a year, costing the residents, businesses and farms
thousands of dollars a year in repairs and lost revenue; and
WHEREAS, many more homes which lie in the natural flood
channel to the south of Kulani Road including some of those in the
Hawaiian Acres Subdivision, Orchid Land Estates Subdivision and
the Hawaiian Paradise Park Subdivision could be threatened by
flooding, potentially endangering hundreds of families, homes,
businesses and motorists; and
WHEREAS, a study on the flooding problems of the Mountain View
area was conducted in 1976 at which time it was recommended in the
study that several retention basins and dry wells be constructed
and installed along Pszyk Road, Kulani Road and Kukui Camp to
contain some of the water runoff and alleviate flooding problems
in the area; and
WHEREAS, only one basin was constructed along North Kulani
Road in 1983 which has had a minimal effect in alleviating
flooding in the area; and
WHEREAS, no study has yet been done on the South Kulani Road
area which has experienced a substantial population increase in
recent years.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requires the Administration to make a study of the
flooding along North and South Kulani Roads and evaluate the
feasibility of completing the improvements recommended in the 1976
Mountain View Drainage Improvement Study.
BE IT FURTHER RESOLVED that a copy of this resolution be
forwarded to the Honorable Stephen K. Yamashiro, Mayor, and Ms.
Donna F.K. Kiyosaki, Chief Engineer, Department of Public Works.
