COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION N0. 191 94
WHEREAS, the State of Hawaii's Department of Business,
Economic Development and Tourism has as its charter, the
responsibility to make broad policy determinations with respect
to economic development in the State and to stimulate through
research and demonstration projects, those industrial and
economic development efforts which offer the most immediate
promise of expanding the economy of the State; and
WHEREAS, Department of Business, Economic Development and
Tourism has been headed by three (3) different directors in the
last five (5) years; and
WHEREAS, Department of Business, Economic Development and
Tourism operates from extensive Honolulu offices, two (2)
neighbor island offices and two (2) international offices; and
WHEREAS, Department of Business, Economic Development and
Tourism has an annual budget of nearly $50,000,000 with which to
carry on its numerous programs; and
WHEREAS, the extent of commitment and financial expenditures
on several of Department's projects including but not limited to
the Ka'u Spaceport, Ocean Farms at Keahole, the Hilo Irradiator
proposal, the Rose Bowl Float, Hamakua Sugar, Hawaii Visitor's
Bureau, and race car promotion remain questionable to members of
the public; and
WHEREAS, Department of Business, Economic Development and
Tourism has never had a management audit; and
WHEREAS, the Council of the County of Hawaii understands
that House Resolution No. 6 and House Concurrent Resolution No. 7
have been introduced before the Seventeenth Legislature of the
State of Hawaii.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it hereby urges favorable consideration of House
Resolution No. 6 and House Concurrent Resolution No. 7 which
requests that a financial and management audit be conducted of
the Department of Business, Economic Development and Tourism to
ensure that the department is being properly managed and that
taxpayer dollars are being expended efficiently for the purpose
of economic recovery, development and growth.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit copies of this resolution to the Honorable
Joseph M. Souki, Speaker of the House of Representatives and to
the Director of the Department of Business, Economic Development
and Tourism.
