STATE OF HAWAII
RESOLUTION N0. 1~
WHEREAS, the Primary and General Elections in the State of
Hawaii will be held on September 17, and November 8, 1994,
respectively; and
WHEREAS, after a year in storage containers, it has been found
that the election equipment and supplies will require refurbishing,
repair and replacement; and
WHEREAS, the relocation of the elections warehouse will allow
reorganization of the Clerk's office space and basement storage
area in anticipation of the prototype installation of computer work
stations for the Records Management and Office Study; and
WHEREAS, such physical reorganization will be coordinated with
the Clerk's Office attempts to comply with the mandated
requirements of the Uniform Information Practices Act (UIPA)
through the establishment of document retention schedules and the
destruction of records; and
WHEREAS, the hiring of a temporary election warehouse person
would facilitate completion of the above-mentioned tasks in a
timely manner; and
WHEREAS, Article III, Section 3-6(b)(6) of the Hawaii County
Charter states that the County Clerk has the power to "Appoint
necessary staff for which appropriations have been made by the
council ."; and
WHEREAS, the position of a temporary election warehouse person
under the Clerk's Office exists at the present time, but is not
funded in the present year's budget; and
WHEREAS, funds are available in the Office of the County
Clerk-Election Regular Salaries and Wages account.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that funds for a temporary election warehouse person are
hereby appropriated and that funds are available in the Regular
Salaries and Wages account of the Office of the Clerk-Election
Division.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the County Clerk and the Departments of Finance and
Civil Service.
