RESOLUTION N0. ~~~ ~~
WHEREAS, Kahalu'u Beach Park has two Water Safety Officers,
seven days a week, and White Sands Beach has a single Water Safety
Officer on duty seven days a week; and
WHEREAS, while Kahalu'u is a more popular beach park, White
Sands is a very active bodysurfing ocean area where numerous
accidents and injuries occur due to the nature of the shore break
and point surf impacting the shallow bay area; and
WHEREAS, the injuries that occur at White Sands are more severe
and damaging in terms of cervical and spine injuries; and
WHEREAS, the expansion of parking and public facilities in the
adjacent area south of the beach necessitates the increase of
coverage at the White Sands Beach Park; and
WHEREAS, without increasing the number of Water Safety Officer
positions, it is necessary to increase the time elements of two of
the Water Safety Officer II positions; and
WHEREAS, by increasing the time element of Position No. 2875
from 3/lOT to 2/5T, and Position No. 3756 from 2/5T to 9/20T, both
Kahalu'u and White Sands will have seven-day coverage and double
coverage on weekends; and
WHEREAS, funds are available in the Contingency Account.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Position No. 2875, Water Safety Officer II 3/lOT, SR-17,
be changed to Water Safety Officer II 2/5T, SR-17, and that Position
No. 3756, Water Safety Officer II 2/5T, SR-17, be changed to Water
Safety Officer ii 9/20T, SR-17.
BE IT FURTHER RESOLVED THAT $630 be transferred from the
Contingency Account into the Regular Salaries and Wages account of
the Department of Parks & Recreation, Aquatics Division.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Parks & Recreation, Finance and
Civil Service.
