WHEREAS, ongoing growth and the rapidly increasing number of
new developments have begun to over-burden many links in the
various existing roadway systems throughout the central Kona area,
being the lands between Keahole Airport and Keauhou, raising
serious traffic concerns among many residents within or transiting
the affected area; and
WHEREAS, the goals of the Hawaii County General Plan include
the creation of an integrated system of thoroughfares and streets
for the safe, efficient and comfortable movement of people and
goods in and throughout neighborhoods, sub-regional areas and all
the various sectors of the county; and
WHEREAS, with an integrated roadway system, new major state
and county routes will complement and facilitate land uses in
keeping with the values and other goals set forth in the General
Plan; and
WHEREAS, there is currently no master plan for such a roadway
system in any part of West Hawaii that would address the overall
traffic impacts of regional growth .and development; and
WHEREAS, site-specific traffic studies have addressed only
those impacts generated by individual proposed development
projects and have provided inconsistent assumptions which lack any
plans to phase or coordinate development of an integrated roadway
system; and
WHEREAS, the Council finds that the strong demand for new
development in the central Kona area in West Hawaii is a highly
desirable phenomenon because this area is very close to all vital
public facilities and services and will therefore allow for the
economical and efficient use of county tax dollars; and
WHEREAS, there is now great need for a roadway system Master -
Plan establishing the layout of all future and expanded arterials
and collector streets throughout the central Kona area, in order
for the county to implement proper zoning, permitting and
development of this area and to maintain a high "quality of life"
for the residents of Kona; and
WHEREAS, the Planning Director has requested the assistance of
the Department of Transportation in preparing an integrated State
and County Roadway Master Plan for this area.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requests the administration to prepare, publish and
implement a comprehensive Roadway System Master Plan for the
phased, coordinated construction and opening of additional,
expanded and connected roadways to service present and future
traffic demands in the above-described central Kona area.
BE IT FURTHER RESOLVED that the Council requests the State
Department of Transportation to integrate the needs of such a
County Roadway Master Plan into its Comprehensive Transportation
Planning Program for this area.
BE IT FURTHER RESOLVED that the Council of the County of
Hawaii requests the Department of Transportation and the
administration upon completion of the study pertaining to the
central Kona area, to proceed in preparing, publishing, and
implementing a comprehensive Roadway System Master Plan for the
phased, coordinated construction and opening of additional,
expanded and connected roadways to service present and future
traffic demands in the area from Keauhou through south Kona.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to N
the State Department of Transportation;
