RESOLUTION URGING THE MAYOR TO REQUEST THE ASSISTANCE OF THE ARMY
CORPS OF ENGINEERS IN MITIGATING FLOODING PROBLEMS IN THE
HAWAIIAN ACRES, ORCHID LAND ESTATES AND FERN ACRES SUBDIVISIONS,
AND OTHER AREAS IN PUNA.
WHEREAS, the Hawaiian Acres, Orchid Land Estates and Fern
Acres subdivisions, and other areas in Puna, are plagued by
extreme flooding during periods of heavy rainfall; and
WHEREAS, in view of the flood history of the locality, the
flooding problems must be considered an anticipated hazard to
those areas; and
WHEREAS, the frequency and magnitude of the flooding
problem have steadily increased with the continued development
of mauka areas; and
WHEREAS, the flooding problem directly or indirectly
affects approximately 8,000 residential lots and imperils the
health, welfare and safety of the residents of those
subdivisions.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Council urges the Mayor of the County of
Hawaii, the Honorable Stephen K. Yamashiro, to request that the
Army Corps of Engineers conduct a reconnaissance study of the
affected areas and prepare a feasibility report evaluating the
prospects of its providing assistance in mitigating the flooding
problems in the Hawaiian Acres, Orchid Land Estates and Fern
Acres subdivisions, and other areas in Puna.
HE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit copies of this resolution to the Honorable
Stephen K. Yamashiro, Mayor of the County of Hawaii and
Brigadier General Ralph Locurcio, Pacific Ocean Division
Commander of the Army Corps of Engineers.
