RESOLUTION N0. ~~' 94
WHEREAS, the Big Island of Hawaii is undergoing a severe
economic transformation with the demise of the sugar industry, and
people are suffering economic hardship; and
LVHEREAS, the County of Hawaii is in need of diversifying its
economic base by encouraging the development of new, clean,
environmental industries; and
WHEREAS, President Bill Clinton's Community Empowerment
Enterprise initiative encourages the development of community based
small businesses to determine their own economic destiny; and
WHEREAS, the mission statement of the Hawaii State Energy
Division is "to increase energy self sufficiency while supporting
efficient, reliable, economic and environmentally responsible energy
systems capable of meeting Hawaii's needs"; and
WHEREAS, today's electric utilities recognize that energy
efficiency is a cost effective alternative to building a new power
plant; and
WHEREAS, Hawaii Electric Light Company is preparing an
integrated resource planning strategy to achieve a miz of supply -
and demand-side resources that fulfill consumer energy needs at the
least cost; and
WHEREAS, Hawaii County Economic Opportunities, Inc. and The
Institute for a Sustainable Future are interested in implementing
this Pilat Demonstration Community Solar Cooperative Incubator
Program as a customized solar demand side management program with
immediate economic benefits for low and moderate income households;
and
WHEREAS, these community not-for-profit enterprises are
interested in developing a local diversified solar products cottage
industry in their communities which includes solar coffee drying,
solar food dehydration, solar aquaculture and solar home water
distillation to contribute to the economic revitalization of the Big
Island and the State of Hawaii.
NOW,
BE IT RESOLVED
HAWAII recognizes the urgency to
people and that it pursue the
appropriate actions to implement
THAT THE COUNCIL OF THE COUNTY OF
reduce economic hardship of its
coordination and facilitation of
the Pilot Demonstration Community
Solar Cooperative Incubator Program with due dispatch.
BE IT FURTHER RESOLVED BY THE COUNCIL, that it endorses the
implementation of a comprehensive solar domestic hot water rental
service program targeted to low income households, as a catalyst to
establish a diversified solar products cottage industry and
contribute to the revitalization of the Big Island.
BE IT FINALLY RESOLVED that this resolution be transmitted to
the County Administration for review and implementation.
