RESOLUTION SUPPORTING THE DEVELOPMENT OF A HYDROGEN INDUSTRY ON
THE BIG ISLAND OF HAWAII.
WHEREAS, it was the dream of our late United States Senator
Spark Matsunaga that Hawaii become energy independent; and
WHEREAS, oil is now used to generate ninety (90%) percent
of Hawaii's electricity and all of its transportation fuel; and
WHEREAS, fossil fuel, no matter how cheap and abundant, is a
finite resource that will eventually be depleted; and
WHEREAS, there are global concerns over the effect of
fossil fuel use on the environment; and
WHEREAS, hydrogen is the fuel of the future because it
burns cleanly, has a high energy content, is lightweight and
condenses to 1/700 of its volume in liquid form; and
WHEREAS, the Hawaii Natural Energy Institute (HNEI),
through the partnership of the University of Hawaii at Manoa
Campus and Florida State Energy Center, is one of the pioneers in
hydrogen research and development in the nation; and
WHEREAS, HNEI's study of hydrogen is seeking cost effective
means of producing and storing this potentially unlimited source
of energy; and
WHEREAS, if a cost effective method of separating hydrogen
from water can be developed, hydrogen could become the most
abundant resource in the world; and
WHEREAS, the Big Island of Hawaii has the available natural
resource needed to create the hydrogen; and
WHEREAS, hydrogen can be used as a non-polluting fuel in
the HELCO combustible turbine, and
WHEREAS, hydrogen can be economically developed by using
off peak electricity from geothermal energy and stored as fuel to
be used at peak time energy production; and
WHEREAS, the Big Island of Hawaii can be an exporter of
energy; and
WHEREAS, the Big Island of Hawaii needs to create new
industries for the residents of this island; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that is supports the development of a hydrogen industry
on the Big Island of Hawaii by requesting that Dr. Kenneth
Mortimer, President of the University of Hawaii, expand the
hydrogen research program to the Big Island of Hawaii.
BE IT FURTHER RESOLVED that the Council of the County of
Hawaii further supports the development of a hydrogen industry on
the Big Island of Hawaii by requesting that the Legislature of the
State of Hawaii and the Federal Government grant additional funds
for hydrogen research.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii is hereby directed to forward copies of this resolution to
the Honorable John Waihee, Governor of the State of Hawaii; the
Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii; the
Honorable Norman Mizuguchi, President of the State Senate; the
Honorable Joseph M. Souki, Speaker of the House of
Representatives; the Honorable Matt Matsunaga, Chairman of the
Senate Committee on Science, Technology and Economic Development;
the Honorable Daniel K. Inouye, the Honorable Daniel Akaka; the
Honorable Patsy Mink; the Honorable Neil Abercrombie; the
Honorable Harvey S. Tajiri; the Honorable Andrew Levin; the
Honorable Richard Matsuura; the Honorable Larry S. Tanimoto; the
Honorable Virginia Isbell; the Honorable Jerry L. Chang; the
Honorable Robert Herkes; the Honorable Malama Solomon; Dr. Kenneth
Mortimer, President of the University of Hawaii and Mr. Warren
Lee, President of Hawaiian Electric Light Company.
