RESOLUTION N0. :~3 ~~
A RESOLUTION CALLING FOR THE ESTABLISHMENT OF A NORTH KONA
REGIONAL PLAN.
WHEREAS, the Kona region of the island has seen rapid growth during the past ten
years, much of which was not anticipated or adequately planned for; and
WHEREAS, the unprecedented growth of the Kona region which has been fueled by
resort and subdivision development has resulted in inflated real estate prices and real property
taxes; and
WHEREAS, while taxes have soared, public services have not kept pace with Kona's
rapid growth; and
WHEREAS, there is a major lack of infrastructure in N. Kona; and
WHEREAS, existing roads are overburdened; and
WIIEREAS, there are insufficient county parks and recreation facilities; and
WHEREAS, telephone and electrical service is inadequate; and
WIIEREAS, additional fire and police services are needed; and
WIIEREAS, the lack of planning has left many residents frustrated as their communities
change in ways they did not anticipate resulting in inadequate and overcrowded facilities; and
WIIEREAS, sound planning for our communities' future can only be achieved with the
input and participation of residents who are intimately aware of the day-to-day needs of their
community; and
WHEREAS, such community-based planning is in keeping with this council's broad
goals of increasing citizen participation in government decision making; and
WIIEREAS, empowering citizens will not only help government to plan for our future
but also help ameliorate the "us" versus "them" and "east" versus "west" perceptions which are
driving our island regions apart.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the county take steps to initiate acommunity-based North Kona Regional Plan
which will provide for orderly and planned development in North Kona.
BE IT FURTHER RESOLVED that the North Kona Regional Plan will provide that upon
its adoption, no rezoning of any property which is inconsistent with the regional plan may be
approved for a period often years.
BE IT FURTHER RESOLVED that copies of this resolution to Mayor Stephen K.
Yamashiro; Planning Director Virginia Goldstein; and Corporation Counsel Richard Wurdeman.
