HomeMy WebLinkAboutRES 248 Draft 02 1992-1994COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. 29B 94 (DRAFT 2) WHEREAS, there is a need for adequate paved shoulders on County roads; and WHEREAS, paved shoulders are a key feature in making roads safer for shared use between motor vehicles, bicycles and pedestrians; and WHEREAS, the Public Works department has required paved shoulders along County dedicated subdivision roads for at least 10 years; and WHEREAS, approximately 1.4 miles of the Old Volcano Highway is actually on the easement of the original pedestrian and horse trail from Hilo to Volcano and is especially appropriate for use by people as well as cars; and WHEREAS, capital improvement projects (CIP) involving road widening, generally include shoulder paving as part of the project, and shoulder improvements for the Old Volcano Highway will help make this route safe for shared use; and WHEREAS, fuel taxes, whose purpose is to repair and maintain our streets, are paying for nearly all resurfacing work done today; and WHEREAS, County of Hawaii Resolution No. 351-91 acknowledges the success of the fuel tax increase in providing highway improvement projects and an improved highway resurfacing program; and WHEREAS, Section 243-2, Hawaii Revised Statutes, relating to the disposition of fuel taa proceeds, provides that funds may be expended for acquisition, designing, construction, reconstruction, improvement, repair and maintenance of county main and general thoroughfares, highways, and other streets, street lights, storm drains and bridges, including costs of new land therefor, when expenditures for the foregoing purposes cannot be financed under state-federal aid projects. _ _ _ __ WHEREAS, Section 243-5, Hawaii Revised Statutes, relating to the disposition of fuel taa proceeds, provides that funds may be expended for purposes and functions connected with county traffic control and preservation of safety upon the public highways and streets. NOW, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it authorizes the Public Works Department to resurface the 1.4 miles, more or less, of the Old Volcano Highway to include the shoulder improvements which will help make this route safe for shared use, with the understanding that the fuel tax funds allocated from the fuel taa district in which Council District VI is located be utilized for this project. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is hereby directed to forward copies of this resolution to the Honorable Stephen K. Yamashiro, Mayor of Hawaii County; Donna Fay K. Kiyosaki, Chief Engineer of Hawaii County; Ron Reilly, Interim Chairman of the Committee on Bicycles fi Pedestrian Safety; Harry A. Takahashi, Hawaii County Director of Finance; Lorraine DeShayes, President of Volcano Community Association; Ola Tripp, President of Mauna Loa Estates Community Association, and Emmett Cahill, President of Hale Momoa Inc.
