HomeMy WebLinkAboutRES 261 Draft 01 1992-1994COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. 2E= 94 (DRAFT 4) WHEREAS, the State Office of Planning and Economic Development (PED) encourages planning and resource management to insure that population growth rates throughout the State are consistent with available and planned resource capacities and reflect the needs and desires of Hawaii's people; and WHEREAS, the State Office of Planning and Economic Development manages a growth rate for Hawaii's economy that will parallel future employment needs for Hawaii's people; and WHEREAS, the State Office of Planning and Economic Development ensures that adequate support services and facilities are provided to accommodate the desired distribution of future growth throughout the State; and WHEREAS, the PED encourages major state and federal investments and services to promote economic development and private investment to the neighbor islands; and WHEREAS, the PED utilizes Hawaii's limited land resources wisely, providing adequate land to accommodate projected population and economic growth needs while ensuring the protection of the environment and the availability of the shoreline, conservation lands, and other limited resources for future generations; and WHEREAS, the Department of Land and Natural Resources, Harbors Division is seriously considering the expansion of Honokohau Harbor by increasing the number of slips to accommodate the growing number of boat owners who are currently on the waiting list and also by contracting the restaurants, shops, etc. to private owners (subject to approval); and WHEREAS, the expansion will create more employment opportunities for the self-employed and will generate more revenue for the County of Hawaii and the State of Hawaii; and WHEREAS, some private businesses are already established in the harbor's compound and the impending expansion will provide more opportunities for other businesses. NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii that we should encourage this expansion of Honokohau Harbor and the expansion of businesses because of the growth and economic potential it provides for the County of Hawaii as well as the State of Hawaii should any required Environmental Impact Statement determine and find that there are no significant adverse impacts to the harbor, surrounding areas, ocean and. fishing industry. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to Mr. Larry Cobb of the Department of Land and Natural Resources, Harbors Division; Mr. Dave Parsons, Department of Land and Natural Resources, Honokohau Harbor; the Honorable Benjamin J. Cayetano, Governor of the State of Hawaii; the Honorable Stephen K. Yamashiro, Mayor of Hawaii County; and the Director of the State Department of Planning and Economic Development.
