RESOLUTION N0. a62 °~:
WHEREAS, in recent years, violence, drugs, and the fear of crime
degrade the quality of life in many American communities; and
WHEREAS, to implement more effective crime-fighting strategies
and to help meet this challenge, more police officers are needed on
the streets to provide the means to link citizens and law
enforcement officers in a partnership; and
WHEREAS, the Clinton Administration has launched a nationwide
program to provide more police officers specifically for community
policing; and
WHEREAS, the U.S. Department of Justice has awarded the County
of Hawaii Police Department a $375,000 grant under this Police
Hiring Supplemental Program to hire five (5) additional police
officers; and
WHEREAS, these police officers would be independent of enforcing
laws and would act as liaisons and facilitators in dealing with
community oriented problems, proactively resolving problems and
disputes; and '
WHEREAS, they would further establish a police community
partnership that will be transferred to community groups and
allowing law enforcement to act in an advisory capacity; and
WHEREAS, proactive community-oriented problem-solving matters
are designed to reduce crime, beautify neighborhoods, enhance
traffic safety and gain community involvement in matters of public
safety and concerns; and
WHEREAS, as liaisons and facilitators in police-community
disputes and neighborhood problems, the intent is to resolve issues
before they become a law enforcement problem; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council...";
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII:
1. That five (5) Police Officer II, PO-7, positions be created
in the Hawaii County Police Department, under the terms of the
Police Hiring Supplement Program.
2. That if future funding of the Police Officer II positions is
not received from the federal grant, the County will either continue
funding or abolish these positions.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Finance and Civil Service.
