A RESOLUTION DIRECTING THE COUNTY FINANCE DIRECTOR TO DISPOSE OF
COUNTY PROPERTY PREVIOUSLY USED AS A SEWER TREATMENT PLANT IN
KAILUA, KONA IN FEE SIMPLE WITH MONIES FROM THE SALE TO BE SET ASIDE
FOR PARKS AND RECREATION FACILITIES IN THE KONA AREA.
WHEREAS, Chapter 2, Section 2-1 ] 1 of the Hawaii County Code 1983 allows for the
disposition of real property in fee simple by resolution approved by a majority of the Council
Members; and
WHEREAS, the County is presently in possession of a certain property located in the Kailua
Industrial Area in Kona (TMK: (3) 7-4-10:20) consisting of 2.025 acres, which previously
housed a sewer treatment plant and is now being used as a storage azea; and
WHEREAS, Kona is currently lacking in adequate parks and recreation facilities for its rapidly
expanding population; and
WHEREAS, there is a critical need for parking facilities for swimming, fishing, canoe racing,
bathing and related purposes; and
WHEREAS, the exchange of this property for other land properly situated for Kona's recreation
and parking needs would benefit the health and welfare of Kona residents.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the subject property be exchanged for private property in or azound Kailua Village
which is appropriate for recreation or public parking close to Kailua Bay and pier.
BE IT FURTHER RESOLVED that the Mayor obtain an appraisal of the subject property,
procure a real estate broker to represent the County or otherwise undertake negotiations with
private landowners for the desired exchange of property, and present the Mayor's recommended
course of action to the Council for its consideration.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this
resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii and Mr.
Harry A. Takahashi, Hawaii County Finance Director.
