COUNTY OF HAWAIL: STATE OF HAWAII
RESOLUTION N0. 295 94
A RESOLUTION SUPPORTING THE PASSAGE OF U.S. SENATE BILL 2174, WHICH
WOULD TRANSFER CERTAIN LANDS ACQUIRED BY THE FEDERAL GOVERNMENT
DURING THE TERRITORIAL YEARS BACK TO THE STATE DEPARTMENT OF
HAWAIIAN HOME LANDS AND SEEKS COMPENSATION FOR REVENUES LOST AS A
RESULT OF FEDERAL USE OF HAWAIIAN HOME LANDS IN THE POST-STATEHOOD
PERIOD.
WHEREAS, the Hawaiian Homes Commission Act of 1920 set aside 203,000 acres of
land for the use of native Hawaiians; and
WHEREAS, roughly 30,000 of those acres were transferred to the federal government
during the territorial yeazs between 1921 and statehood in 1959 when the Hawaiian Homes
program became a state responsibility; and
WHEREAS, the Clinton Administration agrees that the transfer of Hawaiian Home Lands
to the federal government during Hawaii's territorial yeazs violated the Hawaiian Homes
Commission Act; and
WHEREAS, approximately 14,000 Hawaiians aze presently on waiting lists for
Hawaiian Home Lands homesteads, farm or pasture lots; and
WHEREAS, U.S. Senator Daniel K Akaka has introduced Bill 52174 which would
transfer certain federal lands acquired by the federal government during the territorial years back
to the Department of Hawaiian Home Lands and seeks compensation for revenues lost as a result
of federal use of Hawaiian Home Lands in the post-statehood period.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports and urges the passage of U. S. Senate Bi112174, which would transfer
certain federal lands acquired by the federal government back to the Department of Hawaiian
Home Lands and provide compensation for revenues lost as a result of federal use of Hawaiian
Home lands.
BE IT FURTHER RESOLVED that the Clerk of the County transmit copies of this Resolution to
our Honorable U.S. Senators Daniel K. Akaka and Daniel Inouye, our Honorable U.S.
Representatives Patsy Mink and Neil Abercrombie, the Honorable John Waihee, Governor of
the State of Hawaii, and Ms. Hoaliku Drake, Chairwoman of the Hawaiian Homes Commission.
